		<description>Senate reform has to occur with the agreement and legal permission of the majority of the provinces if it is to be real . No one should agree with an unelected senate. However Mr. Harper needs to bring this issue before the provinces and finally bring some closure to issues around this unrepresentative body. Either that or advocate getting rid of it.</description>
